Nobody assembles this information in one place, so we did. Here is where a youth sports club actually applies, city by city, in the metros where our families are. Fees change; every office is linked below so you're reading today's number, not last year's.

Agoura Hills licenses businesses through its own city Finance Department — apply online — and park reservations go through Community Services with a Park Reservation Packet. Don't be misled by directory sites that point Agoura Hills businesses to the County; the city runs its own licensing.

Rowland Heights is not a city — it's unincorporated Los Angeles County. Licensing there, where required, runs through the County Business License Commission, and the County's own rule is that a license is required for activities that affect public health, welfare, or safety. Whether a youth sports club crosses that line is genuinely ambiguous from the County's published materials — we won't pretend otherwise. Call the Commission and ask before assuming either answer. Fields: Rowland Heights Park is a County park, reserved through the County system, no earlier than six months and no later than three weeks ahead.

Arcadia licenses through Development Services (online portal available) and points DBA filings to the LA County Registrar-Recorder. Its parks run under a formal written Field Allocation and Facility Use Policy: security deposits, no sub-leasing your field time to another organization, and permits can be pulled for using fields outside your permit's terms. Read the policy before you sign.

Irvine wants a zoning check with its Planning team before a license application, and here is the trap in its own written policy: organizations conducting business in the city are required to hold an Irvine business license — stated on the city's facility Reservation & Fee Policy page. A field permit alone may not make you legal in Irvine. Field rentals go through Community Services.

Newport Beach requires a permit for organized sport events in parks under its municipal code, reservations aren't approved until a permit is issued and paid, and a larger event — a tournament — may additionally need a Special Event Permit. Bounce houses and similar play structures require insurance certificates on file before any permit issues.

Thousand Oaks carries two traps in one city. First, its municipal code requires a business license from anyone conducting business activity in the city — even a club legally based somewhere else running a clinic on a Thousand Oaks field. Second, the fields themselves mostly don't belong to the city: they're run by the Conejo Recreation & Park District, an independent agency. License from the city, fields from CRPD. Satisfying one office doesn't cover the other.

Chino requires a license under its municipal code, with the fee set by classification when you apply. Park reservations start with the Carolyn Owens Community Center; some school fields are also available by permit outside school hours. And don't confuse Chino with Chino Hills — different city, different offices.

Across every city here: permit ≠ license, and the office that rents you the field is almost never the office that licenses your business. Budget time for both.
